    if I take the t stat off the wall the baseboard heats up, is this a direct acting?

      A direct acting thermostat increases branch line pressure as temperature increases (branch line pressure is the pressure in the pipeline that connects the thermostat to the heating unit). Based on the information you have provided, your thermostat sounds like a reverse acting pneumatic thermostat, which decreases branch line pressure as temperature increases.
