No, the IntelliCon-HW does not require an outdoor-air temperature sensor. It determines the heat load by using an easily installed strap-on temperature sensor that monitors the boiler’s out-flow water temperature and the rate that this temperature is changing. This reduces fuel consumption, wear on parts, flue emissions and electrical usage.
According to the manufacturer, if the outdoor reset control is changing the boiler water temperature it would be redundant to install the IntelliCon HW+ along with it. There would be very little effect on savings in this case. If the outdoor reset control is resetting a three-way valve and the boiler is always running up to a set temperature, then the IntelliCon HW+ will help you save on fuel usage.
Adding an additional control to your boiler will not improve your effiency.
