In all likelihood, this circulator is undersized for the application. The impeller can go bad, but it probably is not the problem unless the circulator had always worked well on this job in the past.
This question raises more questions than answers. *What are you trying to achieve with the pump? Are trying to circulate hot water so all apartments have instant hot water? *What is the distance of the system (total pipe length) that the water is traveling through *What is the diameter of the pipe? *Are the pipes insulated? If you are trying to end with hot water at the end of the cycle, you will probably have to flow a LOT more water. This is due to the heat loss through the pipes, time it takes for the water to travel through the system, etc. 24 units makes me think it is a rather long line. If they are not insulated, you may never be able to achieve what you want. This may not be what you are looking to do as 100 gallon water heater sounds very small for 24 units. If you are trying to supply hot water to the last unit in line, pump a lot more water through the system and/or insulate the pipes. well you are trying to do too much with too little, that is the problem, the tank isnt big enough to service that many apartments and that number of apartments in a loop is far beyond reasonable, the system will never work, at least nothing that i would be happy with, you need more tank capacity and yo need more loops rather than one, that is a serious mistake, in fact both issues are serious mistakes.
Flanges are not included and must be purchased separately.
The silver screw allows you to vent any air that gets trapped in the pump.
