- Counter-balanced weighted arm to control bypassed air for zoned systems

It does just what it is supposed to do
In a 2 zone heating system when one zone is operating and the other is not, too much heat can build up in the furnace do to the reduced flow of air through the furnace. With this "static pressure damper" I was able to route this excess heat to an area in my basement that actually needed more heat. The damper was easily installed and adjust. [...]

That's not the purpose of this part, it is for relieving static pressure in zoned systems. Honeywell makes zone dampers with actuators on them, that is probably what you are looking for.

Sorry to say no it is to blowoff pressure in homes with many zones so the zones not calling for heat do not get over run by the pressure. Sent from my iPad

No- this damper has a counterweight which controls the blow off pressure, not set up to be used in an on/off configuration. -TSV
