It's a freezestat, it is supposed to open the 24 Volt control line going to the outside compressor contactor if the low side line leaving the evaporator gets close to freezing. Two problems, first is that the spec states that it opens at 29°, which means that is already some ice on the coil. Second problem, this is supposed to be mounted on the low side line coming out of the evaporator coil, which is close to 1 inch in diameter, but the built in clip is barely big enough for the high side line which is close to 1/4" (hot side).
