Service was wrong
I called supplyhouse to check if I should remove the plastic sleeve like cone from the controller. After about 30 seconds she said from the manual it state to remove. So I cut it off. After removing the controller from the water heater tank, found out the plastic part is supposed to stay on. The reason I called was from youtube video, you need to replace the controller quickly after removing it.
The controller didn't even the problem. Since the plastic part was cut, I couldn't return it.
