The automatic switch kicks on between 6" and 9", and off between 1" and 4".
Yes – this is a submersible pump and it requires that the water cover the entire pump before it switches on. Then it runs until the water level nears the base of the pump. This would not do the job for you, since a vast amount of water (several inches worth) would have to accumulate before it switched on. It sounds like you need a manual pump, but that would need to be monitored (most if not all cannot be allowed to run dry).
