Yes, this valve is made for standing pilot.
The Robertshaw 700-406 is a 24 volt combination gas valve that uses a thermocouple for the pilot safety. It is meant for a standing pilot application where the pilot burns against a 30 miilivolt thermocouple. It is also standard opening not slow or stepped opening. This means when it gets 24 volts it goes right to full open. When replacing a gas valve you need to match the coil voltage, type of opening and what operates the pilot safety of the valve. Without knowing what valve your replacing it is hard for me to give you an answer.
