According to Robertshaw's literature, it does not seem possible to change the code once it's been established. I would recommend contacting Robertshaw directly to see if there's any solution to this issue. Their number is 800-445-8299. Please also reference page 23 in the user manual: https://s3.amazonaws.com/s3.supplyhouse.com/manuals/1302550420353/53211_PROD_FILE.pdf This gives all the information on the security settings.
Yes, it only comes on when it is Fan On ONLY mode.
This thermostat will show the fan icon when the fan is in the ON position.
The fan icon should come on when cooling or heating is being ask for and when it reaches the temperature heat or cold the fan should run for a small period of time then turn off. This icon will and should be there showing Joe Botelho Senior Building Operator Iovate Health Sciences International Inc. 381 North Service Road West Oakville, ON Canada L6M 0H4 www.iovate.com<http://www.iovate.com> Toll-Free: ***.**** Email: ****@***.***<mailto:****@***.***> Our Core Values: Accountable, Teamwork, Passionate, Customer Centric, Valuing People, Consumer Driven

The direct replacement thermostat for your model is 9701I2. http://www.supplyhouse.com/Robertshaw-9701i2-Programmable-Thermostat-1-Heat-1-Cool-4830000-p There is an optional outdoor sensor accessory for this unit: http://www.supplyhouse.com/Robertshaw-9025I-Remote-Outdoor-Sensor-For-I-Series-Thermostats There is also an indoor sensor option: http://www.supplyhouse.com/Robertshaw-9020I-Remote-Indoor-Sensor-For-I-Series-Thermostats
I have noticed that if you don't do the set up wizard at the beginning when first installed and answer the questions it may not work. I have heat pumps and it asks you if you have a furnace or heat pump. It also asks you if you want auto change over too. I had 5 new units and skipped the wizard thinking I did not need it to install one and did not answer the questions and it never worked for the heat pump but tried another answer the questions everything was fine. Must get into set up wizard.
What is your change over setting. To change over from heat to ac the temperature needs to exceed the setting. Example temp is set at 74°F when changing from winter to summer the temperature has to get above 79° and below 69°F. You may want to look the change over settings again paying attention to the change over deadband.
Yes, 9701I2 thermostats are the recommended replacement for the obsolete 9701I.
