SCH-4 was cycling at only 400W every twenty minutes.
I noticed through our Emporia Energy Monitor that our SCH-4 water heater was cycling every 20 minutes and at only 400W. Which didn't make sense because it is a 1300W element that is either off or on - it is not variable resistance.
I decided to try replacing the thermostat and that seemed to restore the proper function for the water heater.

Fixed the problem
My reset kept popping, this is on a tankless system with a warm water loop and circulation pump. Put the new one in, problem solved
