Q: Will this work in a 1" thick cement base with tile above and plywood subfloor below?

Yes you can install the cables in concrete slab beneath a tile surface and over a plywood subfloor.The cable should be covered by a minimum of 3/4" of concrete.The heating cables in the slab should be no more than 1-1/2" to 2" below the top finished surface.
