That compression fitting is only suitable for copper, and yes it will only flow the capacity of the pipe, 1/4 or 1/2"
It's a standard 1/4" compression fitting for residential icemakers. As long as you use an insert/sleeve in the tubing so the nut will firmly compress into the plastic sufficiently then you can use plastic tubing. Uponor makes 1/2" inserts for use with compression stops on pex tubing. The 1/4" inserts are essentially the same thing only much smaller. Some refrigerators come with the tubing and nut preinstalled on the back of the fridge so you can simply screw it directly onto a valve or compression union assuming the tubing is long enough.
