We would recommend that you use 3/4" PEX.
With water temperatures of 70°F and below, this tubing can handle pressures to at least 200psi.
PEX has neither been rated nor tested for use with pressurized air.
You will need to use 1/2" PEX tubing with an oxygen barrier.

Expansion fittings are not compatible with Rifeng tubing. They only work with PEX-A tubing.
We would recommend that you use SharkBite fittings to do this.
Depends on the temp. of the water being circulated. Pex pipe, which is very easy to use, can withstand up to 160 degrees F. You'll need a special tool to crimp the fittings, but you can rent or borrow one from your hardware store. You could also consider "Shark Bite" fittings and run soft copper pipe to the new location, and not need soldering. Contact your Hardware store (not Big Box store) for information on these fairly new fittings.
This tubing meets California state codes. We are not familiar with municipal codes in Costa Mesa.
Yes, you can use PEX.
1/2" should be a good size for that application.
