Yes, it could. 3/4" of pour over the top of the tubing is recommended.
Viega tubing is PEX-b grade and unfortunately, when PEX-b is kinked it is not something that is fixable without splicing out the kinked sections and installing a coupling to join the two pieces back together. For future reference, PEX-a graded tubing is more durable and utilizing a heat gun can make the tubing retract back to its original shape after a kink.
