The bottom connection is a vent drain. If one of the checks are stuck or malfunctioning water will vent out alerting you to the problem of possible backflow contamination.
The 911 has a brass backflow preventer and a bronze PRV/feed valve, while both pieces are brass on the B911 series.
The fast fill mode on the valve is activated using the lever on the top of the PRV half of the unit.
Not sure what you mean by "refill after purging" ? Purging is accomplished by filling the system at a rapid flow to drive out the air at which point the system should be filled with no air left in the pipes. The fill valve allows high flow when needed for purging but in normal operation is a pressure regulator usually set at 12 PSI.
