Good quality construction but the rolled seam at the junction between the angled flange and pipe colar prevents the clamp from brining the pipe collar from closing against the pipe on which the storm collar is installed. The gap creates a small 'well' which would be a direct collection point for water running down the pipe. The question is, will the water that collects in this well leak out on top of the flange and drip away from the pipe? 9a good result) or will it leak under the flange and continue down the pipe (a bad result), inside the roof jack where is exactly what is storm collar is expected to prevent. Im not sure....I had to trust that the designers were aware of this but should have planned the assembly better to eliminate the well... I live in an area that does not get a lot of rain so I chose to continue the installation. If it leaks, Ill put silicone in the well....
