If the end part is missing, it is recommend to get the replacement with Part No. FFEC. The End Part is to protect the end of the cable. The end seal has a gel to keep the bus wires at the end of the cable separated.
The way to determine if the unit is still working is listed on step 8 of the installation instructions sheet, they say do not use any water for about an hour and then turn on a water tap on the freeze free protected pipe and test the temperature of the water. It should feel warm almost immediately as the water heated by the freeze free cable runs through the pipe.
The cable is always "on" when plugged into a GFCI outlet. It will only apply the right amount of heat depending on the cold conditions it detects on the pipe or the ambient air. Thus, depending on how cold the temperature is the heat from the cable may be warm or less warm.

No, you should not alter the PSR cable in any way. This connection kit is only for use to connect one Freeze heat cable to an electrical outlet, not to repair a damaged cable. The PSR cables are factory sealed and alteration is not recommended.
