Your vent stacks are supposed to allow sewer gas (the bad smell) to vent into the atmosphere. Typically the stacks open to the air on the roof, where no one is affected by the smell. These remain closed until a vacuum is created by a drain taking water. These are not intended for the purpose you suggest.
Mobile homes and RV's are where these are used most. Many building codes won't allow there use in new construction in lieu of a regular vent pipe. Most of these need to be mounted upright, vertical.
No, it is a pretty straight forward replacement, cut the old one off or unscrew it, glue or screw on a new one. I would think this should be covered in the cost of a service call. The vent cap is used to relieve the vacuum allowing air to enter the vent and allow the water to go down the drain. At the same time it prevents sewer gas from escaping from the vent pipe. If ever you smell sewer gas, replace the cap. Note, not all jurisdictions allow the use of these caps in lieu of a vented vent.
