Ensure transformer and t-stat are working. I usually use a jumper at the t-stat. regardless. If the valve does not open - it's bad You can use the manual lever to confirm. if the lever goes down easily it opened and therefore working. If meet resistance halfway down , and feel manual opening its bad.
If you want to leave the valve open manually (because it's not working properly, perhaps), you might as well disconnect the wiring if you don't plan on replacing the head soon. Your system will operate as if there is no zone valve present.
