The main difference between the 975XL and the 975XLV is that the 2nd unit the V means that the unit comes with union swivel elbows. The standard model does not, and the parts are not offered separately.

NYC no longer requires MEA as of 2008 although all products with MEA numbers are grandfathered in. They now require all backflow devices to be Approved by the Foundation for Cross Connection Control and Hydraulic Research at the University of Southern California or FCCCHR. Please review the Wilkins Submittal sheet that included the FCCHR approval. Submit this and there will be no problem.

This model is not lead-free. Use 975XL2 models for lead-free installations.
Not sure if this has to do with the content of lead, but this product states on it that it is not for use in California.

I had same problem. There are 2 big check valves and they can be removed and cleaned. When they are out, turn on the water and let it run for a few seconds to flush the system. Caution, they are held in by big springs under compression. The valve gaskets can also be removed and turned over to have a new surface for sealing. I had to do this on a new unit. There is also a repair kit available with new seals, etc...
According to the manufacturer, the 1-975XL is 13" in length and the Febco 285Y is 12 3/4" in length. Therefore, some field adjustments may be required.
