They are only offered in white, but can be painted. According to the manufacturer, "The standard semi-gloss white powder coated surface can be painted over. We recommend a spray bomb application with a latex or enamel based paint in the color of your choice."
No this product is set up for retrofit applications so no mounting brackets are supplied with it. They can be purchased separately, sku WB001, and for this length baseboard you would need 3 brackets.
The Baseboarders are designed for hot water baseboard units only and they should not be installed over electric baseboard heating elements.
There isn't a 7 foot length of basic baseboard. You may use two smaller sections of basic baseboard cover and join them with the connecting coupler part CP004. For example you could joint a 3 ft section BC001-36 with a 4 foot section BC001-48 to reach 7 feet in total.
Only 90° inside corners (part IC004) are currently available for Basic Baseboarders. 90° outside corners (which it sounds like you are looking for), as well as 135° inside and outside corners are only available for Premium Baseboarders.
It can be cut, using metal shears. We would suggest using and endcap or coupler as well, as the cut end may not look as nice.

No, The Baseboarders covers should only be used with hydronic water heating systems. Electric heaters can get too hot and cause damage or safety risks.

Yes, you could. You would need WB001 brackets if you do not have the backplates. Make sure to refer to the retrofitting guide to make sure they fit. The guide can be found here on our website : http://www.baseboardheatercovers.com/retrofitting-guide-hot-water-baseboard-heaters/
As a further clarification on the answer provided by PexSupply customer support, the retrofitting guide would NOT apply if the original back plates have already been removed. By installing Baseboarders using the WB001 wall brackets would mean you can determine the height of the covers. The bottom of the finned tube element should be located no less than 1" above the finished floor.
These covers come in 3, 4, 5 and 6 foot lengths.
