If the boiler is standing pilot then you would not need to use the plug and if it is spark ignition then the plug should be used, but it is not mandatory.

I did it myself! Has been working great for 4 years. Just a bit of trial and error to get it to open when the thermostat sends the signal. If the wires are the same as the old one it would be super easy.

This 110Volt damper should work, order the wire harness to make the installation easier.
Yes, it is a direct replacement if going into a 7" duct. I would suggest replacing any damaged, and or rusted ductwork.
