Yes you can as long as you're only changing the motor. It doesn't matter if the valve is stuck open because when you change the motor you are only handling the wires, you're not opening the pipe.
It can be replaced without turning off or draining . Instructions come with the valve motor.
It is unlikely that a Honeywell motor would work with an Erie actuator.. Part 30-118-A is the replacement motor for AG13A01A actuators.

The Honeywell motor will not work on the 2E290A valve. Part 13S16-101 is White-Rodgers' recommended replacement for the entire zone valve.
Those numbers are likely the date code. As long as you are trying to replace the motor on a V8043A, V8043E, or V8043F zone valve this should be the correct part.
