Yes, it can. That should not be an issue.
These have to be mounted onto the valves that they are intended for but as far as I know they can have any orientation. we have used them horizontally out the side of a baseboard radiator. They have been mounted with the head actually pointed to the floor under and in behind the the baseboard radiator cover. This is ok as long as you have clearance for the head to rotate and move up and down off of the valve that they are mounted to. everything is mounted internally, that activates the valve with the exception of the capillary tube and bulb which needs to be mounted so that it gives the best sensing of temperature, as that is what determines the actual temperature the room comes to and activates the valve for tempurature control
