Gas boilers have three ratings. The input rating measures the number of BTUs the boiler takes in from the gas supply. The DOE and IBR ratings both measure output. A certain amount of heat will always radiate off the boiler and its surrounding piping. DOE ratings are higher because they assume that the boiler is installed in an area that is part of the building's heating load, and that any heat that comes off the boiler will help heat the space. IBR ratings assume that any heat from the boiler/near-boiler piping is wasted because the boiler is installed in an unheated area.
