Works as it designed
Great for raising the flange up above a tile floor. Just stack till you are above tile height by @ 1/4". Seal them all together with a premium sealant, I use ultima sealant. Fasten everything down to floor with weather proof screws, and set toilet.
You should never just stack wax rings up to fill the void, they will fail and rot the floor out.
I have fix quite a few that were done like that. Thats why these are a stock item on my truck.
