Sure does. Works perfect for Pex-Al-Pex. That is what I primarily use it for. Just remember you always need to use a reamer with AL cores once cut.
Certainly a single action cutter could do the trick, but PEX is fairly tough. For me personally, I have carpal tunnel syndrome and my grip sometimes fails. Once you unlatch the clip on the bottom of the handle, all you need to do is pull the handles apart. It may require a little more force than you think.
I had a hard time figuring out how to open these cutters too. I realized that you just have to pull the handels apart pretty hard, and the jaws will open.
You have be sure the clip is unhooked on the bottom, then pull it apart. Best to do this with both hands.
Simply pull the handles hard, and the tool will open up. I had to call before learning how it is done, so don't think that you're the only once scratching your head!!!
