Yes, it's supposed to connect right to the condensate drain line connection at the unit vertically.
I sure it would. The idea is that as condensate returns down the exhaust manifold, into the unit, it is turns into NO2S acid. If you put that directly into your copper/plastic pipes to be dropped outside it eats the copper/plastic away. Make take years, but in the end it will cause issues. Thus you put a "Neutralizer" in the flow to bring the acid to neutral so it can be disposed of via copper/plastic pipes to a drainage area. I hooked mine into the overtemp waste line and it works fine.
