I was having issues with my State Industries (AO) water heater where I was having temperature fluctuations where some periods would be normal temperature (115-120) and other times tepid (95-105). Both heating elements had a good ohm measurement, but I decided to go ahead and replace both top and bottom heating elements and both upper and lower thermostats. After servicing my water heater, I have had consistent 115-120 temperatures. Been going 3 months and no issues yet. As long as the tank itself isn't compromised, I'm going to see how long I can keep the water heater in service.
The replacement can be a little tricky for first timers, in particular removing the old thermostat from the clip mechanism. Be sure to take a picture of the wires before swapping the thermostat so you reconnect the water heater properly. Shut of power at the circuit breaker and verify with a non-contact voltage tester before working on disconnecting the wires. Also, use some masking tape to hold the insulation out of the way while you work.

Be careful
Be careful when buying this so called OEM replacement. Because of the bottom screw placement on the right side being moved up, I was unable to make a connection with the existing wire as it was 1/2 inch too short. Not SupplyHouse fault but rather the manufacturer. There was no excess wire on my unit to make it reach.
