Q: the thermostat terminals are always open and do not close. this causes nothing to work. what is wrong there???

As this device is annunciator for an alarm indication the open contacts close to indicate an alarm condition exists. A lower cost way of notification. There are other devices meant to control 'work' and operational control.

is there power to the thermostat? turn dial to a lower number than the temp. in the unit . If it does not close replace t-stat .You can install a jumper wire between the two wires and turn power back on unit shoud run. if not you might have a bad start equipment
