I agree, the capacitor is easy to change, cut the wires on either side of the existing capacitor and strip the wires remaining in the pump, then connect to the new capacitor with wire nuts. If this doesn't solve the problem, then replace the cartridge. These are the only 2 components that are serviceable on the Taco cartridge style pumps. The cost of both of these replacement parts should still be slightly cheaper than buying a complete replacement pump.
Yes the capacitor may help the motor get started as that is what it does. If you have a mutlimeter that measures micro-farads, you could check the capacitor. The question is the condition of the motor now that it has gotten hot for extended periods of time? I have had success with these motors just changing the capacitors. They are pretty tough. That being said, the motor's life has taken a hit. Hope that helps.
This part will work as long as the unit you have is 110 volts.
You need to check the unit with a voltmeter.
The capacitor does affect the pump's operation; however, if there was a problem with your capacitor, the pump would probably not run. It sounds like you have a wiring issue with the pump itself.
