This unit can provide 1,365 BTUs of heat, which is probably not enough for a 200 square foot room.

Mine seem to work fine in in both conditions. I have tile in my bathroom- laundry area and I carpet in the rest of the house. In fact the bathroom units warm the tile slightly which can get cold in the winter. I see no problem with wood floors either.

QMark's Electric Hydronic baseboards incorporate some liquid with the electrical element. The fluid holds heat and allows those units to function more efficiently than standard electrical units (because the element does not need to run as long). We're not sure of the exact relative efficiency ratings and electrical draws, but using the electric-hydronic unit would probably pay off more in areas with higher electric rates per kWh.
All electric heaters are 100% efficient...No need for government ratings, no need to say any more or less.
This unit does not come with a thermostat. We would recommend a TA2AW thermostat.
