Well yes it would work. However there is no thermal shutdown so even when the water from the main heater gets got, this unit will keep heating as well. Possibly lead to unit failure, skin burns etc etc. This is a very simple unit, magnetic relay activates with water flow and turns heater on. I would recommend getting a hot water circulation pump and valve, simple to install, cheap ones have timers, expensive ones have smart timers which learn when you use hot water the most and adjust their timings appropriately.
It should be able to handle 2 sinks as long as its only hand washing, although if you use them simultaneously you may only get warm and not hot water.
Yes for hand washing 2 sinks should not be a problem.
