RTH3100C1002 is a retail model thermostat (that can be found in Home Depot, etc.), as opposed to a Tradeline contractor model. Tradeline models generally have more installer set-up options. TH3210D1004 is a 2H/1C, non-programmable model. We do not have any specs available on the RTH3100C1002.
This thermostat does have an emergency heat switch.
The manufacturer lists TH8320U1008 ( http://www.pexsupply.com/Honeywell-TH8320U1008-VisionPro-Thermostat-3-Heat-2-Cool-3911000-p ) as the functional replacement for T841A1217.
