The howling noise can indicate a bad pump, but it may also indicate trapped air. You may just have some air caught in the pump that needs to be bled.
For an open system you will need a bronze or stainless steel pump, not cast iron. Also, this pump will not pump 15 feet of head pressure.
I would Not recommend this pump in your application. The head spec. on the 007 pump is 0 to 8 and ½ ft. I would go with the 009 pump in your case. The head spec. for this pump is 0 to thirty five ft. (Please excuse my wording, all the keys on this keyboard don’t work so good.) Good luck wth your project.
The pump does not wire directly to the thermostat. You will need a switching relay (SR501-2).
