The best way to determine whether or not the valve is wired up correctly would be to make sure you are certain of where each wire leads. To wire the valve by color is probably possible, but it is better to do it with certain knowledge of what goes where. You can determine whether the power head is working properly by removing the wires from screw terminals 1 and 2 and taking an ohm reading across them. If the reading is not between 18 and 23 ohms, the power head likely needs to be replaced.
